Understanding the Blue Economy Across Science, Policy, Higher Education, and Communities

🔷The Blue Economy is increasingly prominent in international discussions on marine governance, coastal sustainability, climate adaptation and ocean-based development. Developed within the Blue Economy Pilot Project: Knowledge, Capacity Building and Resilience for the Preservation of Natural and Cultural Heritage, this analysis comparatively examines how these dynamics are evolving across Angola, Chile, Jamaica and Portugal. 

The publication, by the UNESCO International Institute for Higher Education in Latin America and the Caribbean, contributes to broader discussions on sustainable ocean governance, higher education transformation, community resilience and inclusive development.

Using a comparative mixed-methods approach, the publication integrates bibliometric analysis, policy and governance research and community-based perspectives to explore how Blue Economy frameworks are understood, implemented and experienced across different coastal contexts. The analysis is structured around the relationship between scientific knowledge, governance systems, higher education institutions and coastal communities, while youth and gender are treated as cross-cutting dimensions.
