Learning outcomes:
The main objective is insuring a better understanding of the planning profession challenges in the system of urban actors. Another important objective is familiarizing students with the roles that urban actors have and with the specific means of cooperation between planners and other categories of actors: policy makers, residents, business sector, etc.
The discipline will ensure a shift from knowledge gained in secondary school and highschool (civic education, history and geography), towards the specific knowledge of the planning profession. Each lecture is accompanied by guided discussions and exercises for applying concepts and information.
This course is complementary to Introduction to Urbanism course and it is related to the City in history course, but also to the Communication course.
Content:
1: Introduction. Spatial dimension of sustainable development
2: Brief history of the planning profession.
Guided discussion: projection of a possible reality for implementing projects.
3: Planning and design for all sectors of society. Needs of residents and public interests in the city. Individual exercise: working on text fragments
4: Decision and sustainable development: good governance.
Guided discussion: local councilor how public public interest. Lobby and Advocacy
5: Space and the public interest: between technical argument and policymakers.
examples. Pros and cons: teams of 2 students - role play
6: The beginnings of participatory urban planning in the Anglo-Saxon countries. Cases.
7: Participatory planning and design in France. Ideas and experiences in the past 50 years.
8, 9, 10: Urban planner / Landscape architect as facilitator. Speaking several "languages".
Procedures. Instruments. Techniques.
Classroom exercise: documenting a communication tool between urban actors:
questionnaires, focus groups, public debate, workshop participation, urban exploration, etc..
11, 12,13,14: Cases in Romania (with guests: an NGO, developers, owners, local elected)
Individual exercise: identification and documentation of a case study.
